Local government and management experts discuss reform agenda in downloadable strategy paper
June 16 2009, London – Local government chief executives’ future options for re-thinking service delivery models and their funding are examined in a white paper published today by Civica, a market leader in software-based solutions that help organisations to improve service delivery and efficiency.

Entitled ‘Beyond the Downturn’, the white paper analyses the future scope of council services in the 2011-14 spending cycle: how to assess changing community needs, and practical ways to transform the economics of service delivery, such as process transformation and 24/7 self-administered services.

The four main contributors to the paper comprise:
  • Michael Frater, Interim Chief Executive of Surrey County Council, who analyses the  reshaping and the funding of local government after the downturn
  • Management thinker Rene Carayol who demonstrates how momentum for change can be built in local government
  • Richard Steel, CIO at London Borough of Newham, on the need for council chief executives and CIOs to develop a common language for business transformation issues 
  • Val Earle, Civica’s Director of Transformation Strategy, argues that the recession provides councils with an opportunity to assess changing service demands and organise resources to meet them
